Markets declined steadily Tuesday after the head of the International Monetary Fund, Christine Lagarde, warned in a speech that the global recovery remains "too slow." The Dow Jones industrial average fell 133 points, or 0.8%, to 17,603. The Standard & Poor's 500 index declined 20 points, or 1%, to 2,045. The Nasdaq composite lost 47 points, or 1%, to 4,843.
