Activists unfurled a "Refugees Welcome" banner from the pedestal's observation deck hours after the Department of Homeland Security announced tough new immigration measures, USA Today reports. A group calling itself Alt Lady Liberty took credit for the stunt. The banner was taken down after about an hour and is now in the custody of US Park Police officials, who say they're investigating the incident, the New York Daily News reports.
