In a video from Oct. 10 that's gone viral, a white man is shown with his hand around the neck of a younger Black man as he accuses the Black man of stealing a bike. The white man, who has not been identified by police but was identified by the Randy Report and others on social media as Robert Walczykowski, 62, is on the phone with 911 as his hand is around the Black man's throat. He gives his address in the video, and the Guardian notes that public records verify a person of that name and age does reside at that address. The person taking the video of the incident, who is also Black, tells the white man to let go of the man's neck, and later instructs a boy who approaches the scene riding a bike to go get the family of the man who was being held. That man also eventually removed the white man's hand from the Black man's neck, per the Root.
The white man changes his story during the recording, initially accusing the Black man of having stolen a green bicycle from a neighbor's yard, even though the Black man is on a blue bicycle in the video. The Black man, clearly afraid, denies taking a bike; later in the video, the white man switches who he's accusing: "This kid over here—one of his friends stole a bike right out of a friend of mine’s yard." Local activist Vaun Mayes organized a protest outside the white man's home and has been circulating the video online, calling for the man to be arrested; he notes that in the time before bystander cellphone recordings, "These situations have historically ended badly for Black people." Mayes also says the Black man who was being held, who is 24 years old, has special needs. Police say no injuries were reported in the incident and that the investigation is ongoing.
